UNDP AGTP COMPONENT MANAGER (TA FOR GOVERNOR’S OFFICE/THE 7 TEAMS) (NATIONAL)
UNDP Indonesia’s mission is to be an agent for change in the human and social development of Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.
Organizational Context
The Aceh Government Transformation Programme (AGTP) is a project implemented under the guidance and direct supervision of the Governor of Aceh, UNDP is partner agency to this project, which is executed according to the ?National Execution? modality agreed between UNDP and the Government of Indonesia. This project includes, among others, provision of Special Advisers who provide policy support to the Provincial Governor, capacity building and technical assistance for the provincial government staff and a fortification programme of support to BKPP (formerly Badan DIKLAT).
The AGTP is currently in an initiation stage until further funding for a full roll-out becomes available. The National Project Director is for the moment the Governor of the Province of Aceh .
The Component Manager is assigned to manage the day-to-day project implementation of the component assigned and provides support to Project Manager in overseeing the overall efficiency and effectiveness of AGTP project management. He/she is to organize and plan project implementation in accordance with the objectives of the AGTP project and adhere to UNDP rules, regulations and procedures whilst achieving UNDP Country Programme outcomes. On top of that, the Component Manager is to establish rapport and collaboration with beneficiaries and stakeholders.
The Component Manager of TA for Governor?s Office (the 7 Teams) will assist the Project Manager to manage the short term assistance to the provincial government called 7 team assistance. Also urgently prepare the provincial governor?s office to coordinate the assumption of responsibilities, functions and assets the provincial administration will inherit from BRR in 2009.
The Component Manager of 7 Teams will provide strategic and management leadership in setting up the 7 Team?s programme, as well as the actual to monitor the implementation of the project. He/she is tasked to support 7 teams to develop the Logframe and comprehensive work plan for all period of March 2008 until October 2009 and manage the good coordination of the 7 team to ensure the achievement of the project output.
Functions / Key Results Expected
1. Stakeholder / Partner Relationship and Support
* Build and maintain close cooperative relationship with relevant stakeholders and partners in Aceh including but not limiting to provincial and district government agencies, the Dinas, BRR, civil society organizations, academic institutions, media, development organizations, etc.
* Provide technical assistance and advice on governance to relevant stakeholders and partners in Aceh, particularly the provincial and district governments and their agencies and BRR, as necessary.
* Conduct / participate in coordination meetings, forums and other relevant events in Aceh to be abreast of issues in local governance in Aceh and guide discussions in the areas of UNDP supports.
* Conduct/support a coordination relationships between The Governor?s Advisory team with SKPA (Satuan Kerja Perangkat Aceh/Dinases/Badans and Bureaus), in shoulder to shoulder helping Governor of Aceh in developing of Aceh.
2. Management Arrangement of the AGTP
Under the guidance from and coordination with UNDP Indonesia Governance Unit,
* Understand UNDP policies and procedures relevant to AGP
* Assist the Manager to set up the operating procedures of 7 Team within the AGTP and socialize it to all AGTP 7 Team Members
* Build the teamwork and provide leadership to the team.
* Supervise and conduct performance evaluation of 7 Teams reports.
* Manage the 7 Teams activities in order to link with all Government bodies in Aceh.
3. Implement the project
* Develop annual plans in participatory and transparent manner.
* Develop quarterly work and budget plans.
* Ensure implementation is done according to the plans.
* Ensure quality program delivery.
* Ensure quality administration and finance management.
* Ensure quality reporting is done timely.
* Ensure team building/ the teamwork and provide leadership to the 7 Teams.
4. Implementation of Immediate Response Activities
* Identify needs for immediate response activities.
* Immediate support to governor?s office (advisory teams ? Tim asistensi/The 7 Teams).
* Design the activities and conduct proper consultations on the activities with relevant stakeholders.
* Conduct capacity building/Technical assistance (TAs) to the 7 Teams as well as advocacy to the team.
5. Monitoring & Evaluation and Audit
* Monitor project progress against annual and quarterly work and budget plans.
* Monitor and evaluate activities implemented by 7 Teams
* Liaise with the implementing agency (province government) and UNDP on the conduct of project evaluation and ensure access by the evaluators to project documentation, personnel, and institutions involved in the project.
* Liaise with UNDP on the conduct or project financial audit and/or management audit.
* Ensure that audit recommendations are complied with.
* Assist the 7 Team AGTP Team Leader and Team Coordinator in closing project operationally and financially in accordance of rules and regulations of UNDP and in close coordination with implementing agency.
6. Visibility and Communications
Working closely with the Communications officers of 7 Team, the Advisor will:
* Ensure that UNDP Governance Program has adequate and strategic visibility in Aceh as well as nationally.
* Communicate strategically UNDP Aceh Governance Program?s objectives and activities to relevant stakeholders.
* Advise and prepare visibility and communications strategies, plans, and activities.
* Socialize the existence of the 7 Teams to Acehnese communities; legislatives, donors and others related stakeholders in Aceh.
7. Other duties as required by supervisors.
* Arranging/conducting meetings with all SKPAs/Badans, Dinasses and Bureaus as well as with BRR in term of transition assets, policy, infrastructure form BRR to Aceh Government.
Impact of Results
The key results have a direct impact on the overall efficiency and effectiveness AGTP project management. Project implementation in line with the objectives of the project and UNDP rules, regulation and procedures is critical to ensure achievement of UNDP country programme outcomes. A client oriented and efficient approach has impact on the image of UNDP Indonesia.

Education:
* Master?s Degree or equivalent in Political Sciences, Legal Law, Public Administration, Economics, Social Sciences or related field.
Experience:
* At least 5 years of experience in dealing with capacity building, local governance and decentralization, civil service reform, public administration reform, etc.
* Demonstrated experience in working with government, especially at sub-national level.
* Strong team leadership.
* Proven analytical skills and ability to conceptualize strategic intervention.
* Excellent interpersonal and communication skills.
* Strong cultural sensitivity to work in multi-cultural, multi-ethnic environment.
* Able to work independently as well as in a team.

Language Requirements:
* Fluency in both written and oral English and Bahasa Indonesia.
* Working knowledge in Acehnese language is desirable.
